Ketika sebuah wilayah dilanda bencana memungkinkan adanya kerusakan infrastuktur. Salah satu kerusakan infrastuktur bisa terjadi pada sektor telekomunikasi dan dapat mengganggu proses komunikasi jarak jauh (telekomunikasi). Solusi dari permasalahan tersebut yaitu dengan membuat perangkat yang terdiri dari Server VoIP, jaringan Wi-Fi, antena dan radio, serta baterai dan solar panel. Alat ini akan menjadi penopang bagi sistem telekomunikasi selama bencana berikutnya jika sistem utama belum pulih sepenuhnya. Hal ini akan memungkinkan tim penyelamat dan pihak berwenang untuk merespons dengan lebih efektif dan tepat waktu, serta meminimalkan dampak negatif yang ditimbulkan oleh bencana tersebut. Kualitas layanan VoIP (QoS) pada interface Wi-Fi menunjukkan hasil memuaskan sesuai standar ETSI dengan rata-rata delay 16,36 ms, jitter 18,31 ms, packet loss 0%, dan throughput stabil 100,6 kbps. QoE menunjukkan nilai MOS 4,2 mengindikasikan kualitas suara yang baik. Seluruh komponen dan pengujian telah memenuhi standar yang telah ditentukan.
